To apply for a TN-1 visa (NAFTA professional), you need to apply at a Port of Entry. Ports of Entry aren't uncommon. You can find them along any border, typically at the crossings, though maybe they have Mobile Ports of Entry. (Hey! An Immigration Tank, like the Mitzvah Tank.) You can also find Ports of Entry at international airports.
Hey! LAX is an international airport! Yes, LAX has a Port of Entry.
You cannot enter a Port of Entry from inside the United States.
